Access Group on Databases
Lotus Domino DBs only allow 500 users. I'd like to know how to create Groups on DBs, in order to provide access for all people I need.

Actually, the limit is based on size (32K), which IBM estimates to be equivalent to around 950 names. Regardless, the answer is to open the public address book, go to the Groups section, create whatever groups you want, put the necessary names in the groups, save them and then put the group names in the acl.
