 A4 paper/formatting best practices

In what countries and languages should we use the A4 format? Should all our content assets be in 8.5x11 as well as A4 format? If we're getting those assets translated, then should only the translated versions being in A4 format? 

Or is A4 really necessary? Can we just stick with the usual 8.5x11? What are the implications of not creating A4?
