While the planning department is researching their computer options, a computer support person comes across an article in a computer magazine about a newly released operating system that is experiencing frequent memory and CPU problems, such as slow or occasionally no response when accessing disk drives or displaying characters on the monitor. What might be the cause of these problems?

What OS are they looking at? I'd be interested in looking at it myself. Not good for a new OS release. WE all have seen issues with new operating systems having issues from day 1. Just how critical they are is another matter.

I'm sure this question was posted some weeks ago, I just don't seem to find it.

What is the point of this question?  Does it have educational connotations?

An operating system is a very complex system.  Describing a problem in such broad terms will definitely not be enough to give an idea of the possible causes of it.

Knowing the real reason behind the question could help give an appropriate answer or comment.
