A+ cert require for MCSE / CCNA??????
Do CCNA people only need to know how to fix/configure Network or should they know how to install RAM, write shell script/register, and fix crash like computer Technician??

I would have to agree with the two given answers. The A+ is a great stepping stone into IT.
Do remember that the MCSE and CCNA are designed for people who have been in the IT field for a little while, not for people who are first getting into the IT field.
