Do you think this would fix your situation:

Create new AD accounts for the users, but do not create mailboxes for them. Add them to their respective groups, distribution lists, etc.

Make sure your Mailbox Store's "Keep deleted mailboxes for (days)" is higher than 0 (default on 2003 is 30, I think).

Delete the mailbox on the "old" user account in AD.

In Exchange System Manager, go to "Mailboxes" under your Mailbox Store. Right-click and "Run Cleanup Agent." You will see the "deleted" mailbox(es) listed with a little red X icon. Right-click, "Reconnect" and select the new account.

Move the mailbox to the new server using ESM or AD.

I would create a test account with a mailbox (on 2000) and one without before doing this to test your exchange setup before "deleting" any real accounts.

I read that article a couple of days ago, and actually bookmarked it for a return look. That sounds like my best option. So, and forgive my stupidity on this as I've never tried this before, I can take the pst that I got from each individual user on the old server and import them in to the new users that they coincide with on the new server and that will maintain there mail, calendar, and anything else exchange based?

So with ExMerge I can do individual mailboxes to pst. I don't want to rename on the current server, because I want to start from scratch on the new one. I think some of the users are corrupt, so I don't want to transfer the full user account, just the mail box info.
