Blackberry comes up with Enterprise Activation error on startup

activation error, Blackberry, handcleanup.exe, will not activate

This Blackberry was activated on the BES and worked fine but every time the blackberry booted it came up with an activation error. I wiped the blackberry and purged/re-added the user to the BES but it would not re-activate. I then purged the user and used the blackberry handheld cleanup utility...
