QuickBooks 2012 and MSXML 4 Installation Error

A network error occurred while attempting to read from the file msxml.msi, fatal error during installation, Installation error, MSI returned 1603, MSXML 4 SP2, msxml.msi, QuickBooks 2012, Quickbooks UpgradeHi folks! It's been a while since i've done a troubleshooting post, so I figured I'd send one your way. This one has to do with QuickBooks 2012. The problem experienced by users is when they try and install QuickBooks 2012 in Windows 7 and they get the following errors:
