Surely there’s no technical reason why they couldn’t have supported V5R4 on these new CPU’s (via PTFs). I see a lot of interest out there for POWER6+, however users will stick with POWER6 so they can retain V5R4. AIX supports V5 and V6 of their software, so why no i?
