<p> Turns out if may be cause by a couple scheduled tasks under Task Scheduler. Follow the instructions below and it should fix it up.</p>
<p>Open the Task Scheduler</p>
<p>Select Task Scheduler Library in the left pane</p>
<p>Select Microsoft,</p>
<p>Windows</p>
<p>Application Experience</p>
<p>Select each of the two task and select disable in the right hand pane for each one.</p>
